Women in Economic and Social Development

     Women have played an important role in driving economic growth. In many countries, women's entering into the labor market is critical to economic development. However, more than half of the women around the world still don?t have a job. At this  time when  governments around the world are seeking  short and long term solutions for economic development, expanding the economic opportunities to 1.5 billion women who are not employed including eliminating the social, educational, legal and financial barriers for women would be extremely important.

ช่องว่างของระบบป้องกันและปราบปรามการทุจริตในการจัดซื้อจัดจ้างภาครัฐ (1)

ผมได้มีโอกาสจัดทำงานวิจัย เรื่อง ?บทบาทของรัฐมนตรี ในการลดการคอร์รัปชันภายในกระทรวง : กรณีศึกษา กระบวนการจัดซื้อจัดจ้างภาครัฐ? ซึ่งเป็นส่วนหนึ่งของการอบรมหลักสูตรนักบริหารยุทธศาสตร์การป้องกันและปราบปรามการทุจริตระดับสูง (นยปส.)

ในงานวิจัยชิ้นนี้ ผมได้ศึกษารูปแบบการทุจริตในกระบวนการจัดซื้อจัดจ้างของภาครัฐ และศึกษาระบบป้องกันและปราบปรามการทุจริตที่มีอยู่ ซึ่งดูเหมือนว่าระบบหรือกลไกที่มีอยู่ได้ถูกออกแบบเพื่อป้องกันปัญหาทุจริตที่เกิดขึ้นอยู่แล้ว แต่ปัญหาการทุจริตกลับยังคงอยู่และมีแนวโน้มรุนแรงขึ้น คำถามคือ อะไรเป็นช่องว่างของระบบป้องกันและปราบปรามการทุจริตที่มีอยู่

กับดักของสังคมแห่งความมั่งคั่ง

นับเป็นเวลากว่า 30 ปีแล้วที่ผู้นำของจีนได้ตระหนักถึงปัญหาความยากจนในประเทศ ในปี 2522 เติ้งเสี่ยวผิงได้กำหนดเป้าหมายการพัฒนาประเทศไปสู่ความทันสมัย โดยประกาศนโยบายสร้างสังคมที่มั่งคั่ง (Xiaokang society) ที่ซึ่งพลเมืองจะสามารถดำรงชีวิตอยู่อย่างสะดวกสบายมากพอโดยไม่ต้องกังวลอยู่กับการดิ้นรนต่อสู้ในแต่ละวันเพื่อความอยู่รอด

แต่ดูเหมือนว่าความพยายามในการสร้างความมั่งคั่งของชนชั้นนำของจีน กลับทำให้ประเทศจีนติดกับดักของสังคมแห่งความมั่งคั่ง ดังแนวคิดของ J.K. Galbraith ในหนังสือเรื่อง ?The Affluent Society? ที่ตีพิมพ์ในปี 2501 ซึ่งเป็นบทวิพากษ์กรอบความคิดที่มุ่งสนใจการขยายตัวของ GDP และการผลิตของสหรัฐฯ โดยตั้งคำถามว่า GDP อาจไม่ทำให้คุณภาพชีวิตเพิ่มขึ้น

The United State and European countries, powerful nations for such a long time, are now grappling with the economic downturn arising from the financial crisis.

Moreover, there are signs that economic momentum has already shifted gradually to many emerging countries.

For instance, Arvind Subramanian last year found that the US and Western countries dominated the global economy in the 1870s. In 1973, Japan replaced German as the world's second-largest economy.

Then in 2010, China overtook Japan, with the US was still leading the way. However, it is expected that China will become the world's largest economy in 2030, with the US in second place and India in third _ the European nations will have fallen further by then.

การอ่านออกเขียนได้ทางการเงิน (Financial Literacy) กับการพัฒนาประเทศ

ปลายเดือนกรกฎาคมที่ผ่านมา กระทรวงกลาโหมญี่ปุ่นตั้งใจเผยแพร่สมุดปกขาว Defense of Japan 2012 ต่อสาธารณชนทั่วโลก อยากให้มีผู้อ่านมากที่สุดเท่าที่จะมากได้ เปิดเผยอย่างชัดเจนว่าญี่ปุ่นถือว่าใครหรืออะไรเป็นภัยคุกคาม วิเคราะห์รายประเทศอย่างละเอียดทั้งด้านการทหาร การเมือง เศรษฐกิจ ความสัมพันธ์กับต่างประเทศ ลงรายละเอียดถึงขั้นภัยคุกคามนั้นแสดงพฤติกรรมอย่างไร กี่ครั้ง ญี่ปุ่นประเมิน คาดการณ์อย่างไร พร้อมแผนเผชิญภัยคุกคามนั้น
 
สมุดปกขาว Defense of Japan 2012 เขียนไว้อย่างชัดเจนว่า ญี่ปุ่นมองประเทศที่มีศักยภาพเป็นภัยคุกคามต่อความมั่นคงของตน คือ เกาหลีเหนือ จีน รัสเซีย ญี่ปุ่นมองการพัฒนากำลังรบของเพื่อนบ้านอย่างหวาดระแวง ไม่เชื่อว่าเพื่อนบ้านเสริมสร้างกำลังรบเพื่อสันติ
 
ญี่ปุ่นให้ความสำคัญกับความมั่นคงทางทะเลมาก เพราะสินค้าทั้งขาเข้าขาออกของญี่ปุ่นราวร้อยละ 99 อาศัยการขนส่งทางทะเล การดำรงอยู่ของชาติเกี่ยวข้องกับการขนส่งทางทะเล จึงต้องรัก
