on behalf of Honorable Mr. Arnold Foote, the President of the World Federation of Consuls (FICAC), regarding the kind acceptance by the President of the Republic of Turkey, His Excellency Mr. Abdullah Gul, of the FICAC Gold Star which is the highest honour of the World Federation of Consuls, at a banquet to be held in Izmir, Turkey on 18th April 2008.
